Rafael, Officer

Rafael began his career as a Network Architect at Fresno State, where he played a key role in designing and, in collaboration with the Technology Services Field Operations team, implementing the campus's first Ethernet network in 1996. With the support of his family and guidance from his mentors, he became the first in his family to attend and graduate from college. Rafael holds a BS, MS, and Ph.D. in Computer Engineering, Computer Science, and Networking/Information Security. He focuses on helping others, solving problems, developing solutions, and is committed to advancing the campus's goals. Before joining Fresno State, Rafael worked as a Systems/Network Engineer in the Space Projects Division at NASA Ames Research Center.
PeopleSoft Security & Change Control
The PeopleSoft Security & Change Control team is responsible for maintaining the integrity, confidentiality, and availability of the PeopleSoft system at the university. This team ensures that appropriate security measures are in place, such as role-based access controls, to restrict users to only the data and functions necessary for their roles. They also manage the Change Control process, which involves carefully reviewing, testing, and approving any updates or modifications to the PeopleSoft system to prevent disruptions or vulnerabilities. The team's goal is to protect sensitive data, maintain compliance with regulatory standards, and ensure that system changes are implemented efficiently and securely.
Information Security
The Information Security team is dedicated to protecting the university's digital assets and sensitive data from cyber threats and unauthorized access. They implement and maintain security measures such as firewalls, encryption, and multi-factor authentication to safeguard the network and information systems. The team also monitors for potential security breaches, conducts regular risk assessments, and ensures compliance with industry regulations and internal security policies. By developing and enforcing security protocols, providing employee training, and responding to incidents, the Information Security team plays a crucial role in maintaining the university’s cybersecurity and overall data protection.
